Yes, Office 365 does have a character, size, length limit in it's HTML signature settings. This has been confirmed by Office 365 support in this post on their support forum.

"The signature size limit is 8 kb for html and text signature and currently could not be changed. Based on current situation, to better meet your requirements, I suggest you submit feedback via the following link.
